I believe that is exactly what is beginning to happen in South Asia, but
Partha Pratim Sarker may correct me.

By the way, I'd just like to congratulate (belatedly) Frederick Noronha and
Partha Pratim Sarker on their great Bytes for All site.

As it says on their top page pop-up window, though,
'A computer costs the average Bangladeshi more than eight years' income,
compared with one month's wage for the average American.'

In Japan you can buy a cheap PC for about 1000 US dollars, making it a lot
less than an average month's salary here. And I hate to think how many
perfectly good PCs go in the trash every year.
