Perhaps someone would find this interesting:

ArtsLink Collaborative Projects offers grants to U.S. artists and arts
organizations to work in Central and Eastern Europe to benefit artists
and audiences in the location of the project.  Projects should
demonstrate benefits to participants in both countries.  Support is
provided to pursue artistic collaborations; create new work; and
establish mutually beneficial exchanges.  For 2000, ArtsLink is
particularly interested in projects that address reconstruction and
recovery needs in countries affected by recent conflicts.  Contact: CEC
